TDLR Release Forms

The following forms have been approved by TDLR and shall replace all former "Right of Possession and Control" forms from TXDOT. The "Old" Right of Possession and Control form is not to be used any longer. These forms MUST be provided to anyone that may request them at all licensed VSF's.

Affidavit of Right of Possession - Used for Immediate Family members ONLY when the owner of the registered owner cannot be present to release the vehicle..

Salvage Right of Possession - Used specifically for salvage Tow Operators when picking up vehicle from a VSF to transport to the salvage pool.

Lien Holder Power of Attorney - This form is to be used by the lien holder of a vehicle when retrieving a vehicle from a VSF.

Specific Power of Attorney - This form is to be completed by the owner of a vehicle if the owner cannot be present to release the vehicle themselves. This form may be used for release purposes by anyone named in the document by the registered owner.

Insurance Proof of Loss - This form should be used when an adjuster or appraiser comes to inspect a vehicle in a VSF. This is NOT to release the vehicle to anyone, just a tool to allow the insurance company to view and inspect the vehicle.

These forms are specific in the use for each one of them. One may NOT be used in replacement of another. All requirements for release remain the same as far as Identification, Insurance and registration information use. These forms MAY be Faxed to a VSF, as long as they are notarized (If Required), as an acceptable form of delivery of these forms............................................................................................................................JH

TDLR Tow Operator & VSF Employee License Application Form

The following form have been approved by TDLR and shall act as the application form to obtain a Towing Operator's License and/or a VSF Employee License. Remember: You must have taken and passed a State of Texas approved Towing Operator Certification Test in order to apply for a "PP" or "IM" Tow Operator's License. You DO NOT have to have one if you are only applying for a "CT", Consent Towing Only, license or if you are applying for a VSF Employee License.

Tow Operator / VSF Employee License Form - Used to apply for a Towing Operator License or a Vehicle Storage Facility Employee License, or both. You must have this license to operate a tow truck or to be employed by a State of Texas Licensed Vehicle Storage Facility. This form is setup so that you do not have to apply on two different applications in order to apply for both licenses.
